UCSF Health is the designated provider of primary care services for UCSF students using the UC Student Health Insurance Plan (SHIP).To establish care, you need to register. To begin the process pleasecall (415) 476-1281, option 1, or completethe intake web form.For students who have waived UC SHIP and have a commercial insurance plan, you may elect to use UCSF Health as your primary care provider or continue utilizing options provided by your current insurance to obtain primary care services.

Process

What will happen if a student does not register to establish care at UCSF Health? Will they be paired with a provider? What support system will be in place after May 31 for them to find a UCSF Health primary care provider?

UCSF Health has a team of new patient navigators. During the transition period between now and June 1, the SHCS team will help connect students to our navigator team.

What will the process entail once students contact the patient coordinators at SHCS to schedule a new patient appointment with a UCSF Health PCP?

The process for UCSF students with UC SHIP to establish care at UCSF Health begins when the student calls the SCHS practice coordinator team at (415) 476.1281, option 1. From there, a UCSF Health primary care new patient navigator will contact the student to talk about the various options for clinic locations and different providers available at each clinic.

Once the student has selected a primary care physician (PCP), the navigator will help schedule the student’s first new patient appointment.If the student identifies a need for services sooner than when the first new patient appointment occurs, the navigator can help connect the student with the team at the UCSF Health Screening and Acute Care Clinic.

What will the registration process be for new students starting this fall?

Students should use the intake web form and complete the form to initiate contact from our New Patient Navigators.Using the UCSF Health new patient line phone number may result in a longer wait time.

How long will it take to establish care at UCSF Health and schedule an appointment with a PCP?

In general at each of the UCSF Health clinics, wait times varyfrom two weeks to two months, depending on the physician.

Yes, primary care appointment scheduling at Student Health can be made online through the end of May.

How do we set up an appointment with the navigator? Just called/filled out the survey today and that wasn't an option.

Students have busy schedules so in order to have a navigator call at a time that’s convenient, we have a process to register and indicate your interest and request, so we can set a designated time with one of our navigators and get all of your questions answered.

You can also make a MyChart account by going online.

I received an invitation to schedule an appointment on MyChart however it is showing no available appointments. Should I continue to check back or is there someone we should call to try to make an appointment?

Yes, check back in to establish an appointment with a navigator. Calling the UCSF Health new patient number will result in a longer wait time.

Appointments and Locations

How and when do I begin the UCSF Health patient registration process?

Start right away. Pleasework with SHCS practice coordinators to begin the process. Here’s the contact information:

Primary care services will continue at SHCS through May 31. Students should begin the patient registration process to have access to UCSF Health providers now. To ensure you have access to primary care after June 1, don’t wait to register as a UCSF Health patient and schedule your new patient appointment. Students new to the UCSF Health primary care system can work with SHCS practice coordinators to navigate this process during the transition.

Your first UCSF Health appointment date is based on the primary care location requested and availability. Appointments are finite so the earlier you start the process, the more options you are likely to have.

Subsequent appointments will be scheduled online via the UCSF Health patient portal or you can contact your home clinic and schedule by phone.

Students who wish to seek primary care from UCSF Health can indicate their location and provider preferences using this survey tool: Primary Care Services Request. Information you provide through this tool will only be accessed by UCSF Health. Note: Students who have already contacted SHCS to start the registration process should not complete this form.

Will my UCSF Health appointment accommodate my student commitments?

With access to the entire network of UCSF primary care physicians across all UCSF Health clinics, students have far more options in terms of providers and appointment times.Understanding that students have rigorous curriculums, clinical rotations, and lab demands, UCSF Health will streamline scheduling for new patients through a dedicated team of Patient Navigators.

UCSF Health clinics hold a certain number of appointments for same-day and next-day care for patients with acute issues. The number of same-day appointments fluctuates over the course of the year. As we navigate this transition, SHCS practice coordinators will be available to support you during the UCSF Health registration process. You can continue to receive primary care at SHCS through May 31.

Will there be additional capacity for UCSF Health to take on UCSF students? 

UCSF Health is making investments to expand primary care and increase access. A new primary care practice is scheduled to open on the Mission Bay Campus in August 2024. In addition, UCSF Health has recently hired new physicians at our Laurel Village, Lakeshore, China Basin, San Mateo and Mt. Zion campuses, and many are accepting new patients.

Please do not wait to register for UCSF Health. Registering early is the best way to get access to primary care services after the primary care practice at SHCS closes on May 31.

How long will it take to get a new primary care provider at UCSF Health?

Students can expect their new patient appointment within 30 days of initiating the process. Students will be prioritized through a warm hand-off process facilitated by SHCS and will be scheduled a priority patient population similar to UCSF employees, residents and fellows.

UCSF Health has capacity for 600-900 new patient appointments monthly in 11 clinic locations.New patient appointments are typically longer than regular visits and are therefore harder to schedule.

Can I pick the location of my primary care provider? Can I transfer to another location later?

Students can indicate their location and provider preferences using thePrimary Care Services Request. Only UCSF Health will have access to the data you provide through this form. (Note: Please do not complete this form if you have already contacted SHCS practice coordinators to register for UCSF Health.)

To maintain continuity of care between provider and patient, UCSF Health discourages patients from switching providers frequently, but can accommodate such requests.

Do you recommend that all students make an appointment with a provider to establish care as soon as possible?

Yes. Students are encouraged to schedule an appointment to establish care with UCSF Health now. The appointment can occur after June 1 but the purpose of having that first appointment is to establish care with a provider's office when the primary care practice at SHCS closes on May 31. When you are established at UCSF Health, you can contact the office directly when you need care.

Can students with UC SHIP access care in cities that do not have UCSF urgent care facilities? Are students still able to go to Dignity Health urgent care or other urgent care organizations?

With UC SHIP, students can access care through Anthem Blue Cross Network urgent care centers. Refer to your plan details for more information.

Can I go to any UCSF facility for urgent care if I show my UC SHIP insurance card?

If you need urgent care, you may go UCSF Screening and Acute Care Clinic or an urgent care center within your health insurance network. Consult your plan details for more information.

In a medical emergency, seek care from the nearest emergency department.

Students are encouraged to establish a primary care provider so that you do not need to use urgent care for non-urgent conditions. The change as of June 1 is that students with UC SHIP will now access primary care through UCSF Health. In order to do so, students need to initiate the registration process.

Any urgent care facilities come with the associated $25 copay so you can use whichever one is closest to you. We recommend establishing a primary care physician before you need help so they can help direct you when you need it.

Also, the SHCS website shows urgent care clinics that are within network when you are not near campus.

What will the process entail once we contact the patient coordinators at SHCS to schedule a new patient appointment with a UCSF Health PCP? 

Your information will be shared with the UCSF Health Patient Navigator Team who will reach out to you by phone within three (3) business days to schedule your initial appointment. If you miss that phone call, you will need to call the Navigator team back. Once established with a primary care clinic, you can contact that clinic directly to schedule future appointments.

Within 7-10 business days, a UCSF Health New Patient Navigator will contact you between the hours of 8 a.m. and 5 p.m. Monday-Friday. In case you don't receive a call within this timeframe, you can schedule a 15-minute appointment to coordinate care with the UCSF Health New Patient Navigator.

Is there any health care access/coverage available to those students on rotationin Fresno?

Until May 31, 2024:

In absence of SHCS being available at Fresno, students are encouraged to schedule a telehealth appointment with a Student Health provider by logging intohttps://myhealthrecord.ucsf.edu. During the visit, student can be referred to providers in the community as needed if the student is enrolled in UC SHIP.

  • For urgent care, a UC SHIP enrolled member can access care viaLiveHealthOnline or find an Anthem network urgent care center in Fresno using thehttps://www.anthem.com/find-care/.Copayments may apply. Check your coverage plan for more details.
  • Students who waived UC SHIP can also schedule a telehealth visit with a SHCS primary care provider until May 31, 2024. If a referral is needed to a community provider in Fresno, the student will need to check-in with their insurance plan to see if a referral from a Student Health provider is allowable. If the waived UC SHIP member’s issue is more urgent, they too can also useLiveHealthOnlineor contact their insurance plan to find an in-network urgent care center. Copayments may apply. Check your coverage plan for more details.

Providers and Specialty Care

Where will I see a provider? What clinics will I have access to? Can I still access care on campus?  

You can find a list of clinics and some affiliates on theUCSF Health website, including primary care clinics at Mount Zion, Laurel Village, and China Basin.

Acute care is offered at UCSF Screening & Acute Care Clinic at Parnassus and urgent care when it opens later this summer at Bayfront at Mission Bay.

Depending on the clinical issue or illness being treated, UCSF Health can offer video visits which can be conducted anywhere on campus that has a private room and an internet connection.

What are women’s health options? 

All UCSF Health clinics provide care related to women’s health issues.

The UCSF Health Women’s Health Primary Care practiceon the Mount Zion campus is a clinic focused on women’s health.

Where can I find information on transgender care?

Please note: For insurance coverage, a referral for transcare from UCSF Health is required for UC SHIP students.

For those of us who receive both primary healthcare and gender affirming care through the gender affirmation center, are we able to continue receiving primary care from them or do we have to see a new primary provider and receive another referral over to the gender clinic for our primary care to continue with them?

You would continue to see them, and the agreement with UCSF Health means that you’ll need to have a referral because it’s classified through their system as a specialty care service. That should be a straightforward process after you transfer your electronic health record to UCSF Health.

For the gender affirmation clinic wheresome of those providers are family practice physicians, are we able to use them for our primary care outside of hormone therapy, such as recieving PrEP and required lab work, and write referrals such as physical therapy or other specialists?

UCSF Health primary care providers are going to be the new providers for the UC SHIP plan. Any services for hormone therapy will require a referral from the PCP.

Will psychiatry migrate to UCSF Health when the primary care practice at SHCS closes on May 31?

Mental health services will continue to be available after May 31 when SHCS will be renamed Student Mental Health and Wellbeing. The way students schedule appointments, receive services, and participate in clinical and outreach groups will not change. UCSF Health and Student Mental Health and Wellbeing have planned for a seamless transition and referral process.

Will we continue to be able to get covered blood work at Quest Diagnostics?

UCSF PCPs can order labs to be drawn at Quest or LabCorp as an alternative to UCSF upon request. Currently, SHCS works directly with Quest for lab work, and that agreement will sunset. 

This year I had a specialist (who I had a referral to) order a blood test. UCSHIP/Anthem did not cover the claim for the blood test. I had to go to student health to get retroactive approval for the test then resubmit the claim. After the change to UCSF Health, would I need to get my primary care doctor to approve any tests ordered by specialists?

Sometimes insurance companies require additional information or documentation from a physician. Usually, common lab tests from primary care physicians are generally straightforward.

How will students get TB screenings and immunizations that had been provided by SHCS?

Student Health is working UCSF Occupational Health Services to determine how students will get their tuberculosis screenings after June 1.

Students can get immunization authorizations through their primary care provider, and UCSF Health primary care clinics offer nurse visits for routine vaccinations like influenza.

Will there be a way to access sexual health and testing services as conveniently and as affordably as possible?

Some clinics have nurse-scheduled visits where you can receive screenings for sexually-transmitted infections. UCSF Health cannot always guarantee walk-ins but they recommend sending a message through the patient portal in the event that you need a screening quickly without a PCP visit. 

Health Records and Privacy

How do I avoid a conflict of interest with one of my faculty members?

You have control over what primary care physician you see. You can inform your educational program that you have aconflict of interestwith a faculty member and cannot be assigned to educational experiences with them.

How will my health record be kept confidential and private?

There are very strict guardrails in UCSF Health’s APeX medical record system that add an extra layer of confidentiality. There will be a student/trainee designation on APEX that alerts all that the record must be treated in a special manner. When accessing student and employee records, staff and physicians must provide an extra step of validation (the “Break The Glass”functionality) to demonstrate that they have a legitimate reason to access records. 

Will my health records be transferred? 

You will determine what records are transferred from SHCS to your new primary care provider and will be required to consent to that transfer before it occurs.This is part of the registration process to establish care at UCSF Health.

In the UCSF Health confidentiality process, we only ask for those records that we need. Just like you might transfer from another physician, your new physician will ask for specific dates and only the necessary health issues that need to be transferred.

Collaboration with SHCS mental health services

How will this affect the service I receive from student counseling?

Student access to mental health services will remain the same, and the services you receive will not be affected. The way you schedule appointments, receive services, and participate in our clinical and outreach groups will not change. UCSF Health and Student Mental Health and Wellbeing have planned for a seamless transition and referral process.

If we previously received a referral for specialty services (such as psychiatric care), do we need to obtain a new referral after the transition?

Referrals authorized through SHCS are good for 365 days from the day it was authorized. If you need a new or updated referral for mental health, you can contact Student Mental Health and Wellbeing for a new authorization. After June 1, an additional option is where UCSF Health also will be able to provide a referral to Student Mental Health and Wellbeing.

Does SMHW provide access to a psychiatrist?

Yes, Student Mental Health and Wellbeing has psychiatrists, psychologists, social workers and case managers so we can serve as your mental health home.

If students are receiving mental health care through Lyra health, what would the process be? And are there other similar options that will continue to be available such as will mental health via Octave continue to be available?

UC SHIP systemwide voted to end the Lyra pilot, and we are taking steps to help students find another therapist or psychologist if needed. If the Lyra provider is in network, you may be able to continue with that provider. You can contact SHCS for assistance. Students were able to make self referrals so we don’t have a list of everyone that was using Lyra. Therefore, students would need to contact SHCS if they need transition assistance.

Insurance and Fees 

How will this affect my insurance costs? 

Health insurance premiums for UC Student Health Insurance Plan (UC SHIP) are set by the UC SHIP Executive Oversight Board. Each participating UC campus has staff and student representation on the committee. Insurance premiums are set based on the prior two years of claims, medical and pharmacy trends, and the chargemaster of services billed to the plan.

Insurance premiums for UC SHIP are rising systemwide for the 2024-25 academic year due to the increased use of higher-cost services and medication. These premium increases are unrelated to UCSF’s decision to make UCSF Health the designated primary care provider for UCSF students with UC SHIP. Visit the UC SHIP website to learn more.

In order to contain the cost of student insurance for the coming year, UCSF has negotiated a capitation agreement with UC SHIP. As a result, the total cost of student insurance for the 2024-25 academic year will be no more than the cost resulting from the systemwide premium increases.

Will UCSF Health primary care accept UC SHIP? 

Yes.As of June 1, UCSF Health will be the designated primary care provider for all UCSF students with UC SHIP.

Students must register to establish primary care. To start the registration process, call (415) 476.1281, option 1, before June 1. An SHCS practice coordinator will assist you through the process.

Will my co-pay change? 

Copayment amounts depend on the insurance plan and benefits included in your plan. Complete plan details for UC SHIP for the 2024-25 academic year will be available in August 2024. We will post this information on the Insurance section of the Forms and Brochures page.

In the meantime, you can reach out to any SHCS practice coordinator if you have questions.

UC SHIP has a UC-wide increase where emergency room care copays will be $150. The best and most cost-effective route is to communicate with your primary care doctor in a non-emergency situation.

Specialty care copay is $15 per visit. Currently, there is no copay to see a mental health counselor or a psychiatrist. Copays outside of UCSF Health are $25 for urgent care.

From the UC SHIP renewal, the out-of-pocket maximum has been increased to $4,500. The out-of-pocket maximum for out of network is $9,000.

UC SHIP changes for specialty medications is a copay of 10% up to $250 per prescription.

As per the current year’s UC-SHIP plan, what will be the co-pay to see a PCP for a regular visit? At SHSC, it was free.

We established our agreement with UCSF Health so there will be no copay to see a primary care physician at UCSF Health for this plan year.

Will my out-of-pocket cost change? 

The cost of having UC SHIP will not change as a result of the move of primary care to UCSF Health for UC SHIP students in the 2024-25 academic year. However, UC SHIP premiums are increasing systemwide for the coming academic year as a result of increased use of higher-cost services and medication. Premiums are set by UC SHIP every year. Recognizing the need to limit rising cost of premiums, UCSF negotiated a capitation agreement with UC SHIP for the 2024-2025 academic year. As a result, the total cost of UC SHIP for students will be no more than the cost resulting from the systemwide premium increases.

Out-of-pocket costs like copayments and coinsurance vary annually depending on the plan. Plan details for UC SHIP will be available in August and will be posted on the Insurance section of the Forms and Brochures page.

I waived UC SHIP; can I still be seen at UCSF Health? 

All students are required to have health insurance. UCSF students are enrolled in UC SHIP unless they waive it. If you waived UC SHIP, you had to demonstrate that you had an alternative health insurance plan.

UCSF Health has contracts with many health insurance companies – ranging from preferred provider organizations (PPOs) to health maintenance organizations (HMOs) – to provide specialized inpatient and outpatient care.

To find out whether the plan you waived UC SHIP with allows unrestricted, restricted, or no access to care at UCSF Health, please ask your health insurance company or your employer's benefit manager.

If you do not have UC SHIP or your own private insurance, UCSF Health will work with Student Health and Counseling Services to help you sign up for UC SHIP. This program meets the required conditions of your status as a student.

What is the health insurance enrollment and waiver process moving forward? 

As a non-academic enrollment condition, all students must have insurance while participating in their program. The insurance enrollment and waiver application process will continue to be supported by the UC SHIP insurance office at UCSF.That process will not change.

Where can I find support with questions related to the benefits of the student health insurance plan? 

Student Mental Health and Wellbeing (formerly Student Health and Counseling Services)staff members will continue to provide support for questions related to insurance benefits, complex billing issues, and insurance enrollments.

Does this change how student fees fund Student Health and Counseling Services? 

The student fees also supportmental health services, which will remain. We are continuing to see how the fees will be affected.

If students want to switch to SHIP, can they, and at what time? 

Students who previously received a UC SHIP waiver may re-enroll in UC SHIP at the beginning of any new term.

Will UC SHIP students also get access to the UCSF one medical memberships similar to UC employees? 

No. UCSF Health will serve as the designated primary care provider for UC SHIP enrolled students.

If I previously saw a UCSF Health primary care physician before switching to UC SHIP in the fall, should I still start by contacting a patient navigator at SHCS to re-establish care with my former UCSF Health PCP? 

If you have been seen at UCSF Health primary care within the last three years, you are still considered an established patient and can contact your PCP directly to schedule a follow-up appointment. 

Do you anticipate any changes to the counseling fees related to UC SHIP? Currently there is no copay to UC SHCS.

The counseling and psychiatry services at the Student Mental Health and Wellbeing will continue to offer care without a copay to students.

Will Anthem Blue Cross work with UCSF care now?

Anthem and UCSF reached a preliminary agreement in February 2024 that will allow patients to continue to make appointments and receive care from UCSF Health.Read more on UCSF Health’s Anthem page.

For those who have acquired a new spouse/partner, how do we add them on with this new system? 

The process to enroll depends on your insurance plan. With UCSF SHIP, there is a form on SHCS website. 

Can students who waived UC SHIP be seen at UCSF Health for free? Currently, students who waived UC SHIP can still be seen at Student Health and Counseling Services for unlimited care visits and labs for free. Will this be the same at UCSF Health?

No. UCSF Health cannot provide care for free and will need to bill insurance companies. As a result, students will be responsible for copays determined by your insurance provider.(All students are required to have health insurance per UC policy.)

Will students who have Medi-Cal be eligible to receive primary care at UCSF Health?

The Medi-Cal program requires insured members to be enrolled in a Medi-Cal managed plan as well as receive health care servicesin the county in which they reside. The exception is for emergencies.UCSF Health Primary Care accepts the Medi-Cal programsSan Francisco Health PlanandAnthem Blue Cross Medi-Cal plans that are San Francisco-based. Other Medi-Cal plans must first authorize a referral for a patient to get care from UCSF covered by insurance (in San Franciscoorfrom another county).

Students in San Francisco who opt into a Medi-Cal plan through Kaiser access their primary care services through one of the Kaiser locations.

Students unsure of whether UCSF Health accepts their insurance can call the number on the back of their insurance ID card to confirm if UCSF Health is within network for their plan.

Will I be able to see an in-network primary care provider that is NOT UCSF Health?

Yes.A student can see any provider who is an in-network provider for their insurance company, whether the student is on UC SHIP or another insurance plan.

How does preventative care coverage for UC-SHIP change in 2024-25?

There’s no change to coverage, preventative care is still covered.

If students only have prescription out-of-pocket costs, do they still need to apply to UC charity care since UC charity care is not associated with pharmacies?

Medical costs, regardless of where the care is provided, do require proof of applying for charity care to qualify for CMCAF. The Campus Medical Care Assistance Fund (CMCAF) Memorandum of Understanding does provide that funds can be used to cover medical or pharmacy out-of-pocket expenses that exceed $500 and up to the in-network individual, out-of-pocket maximum.

How does a student go about applying for CMCAF with a Walgreens or other retail pharmacy copay? What kind of information do they need to keep applying?

To apply for CMCAF with a Walgreens copay or other retail pharmacy, a student would first apply for assistance through the pharmacy's financial assistance program (see links below for CVS and Walgreens). Once the application is submitted, if/when the out-of-pocket expense still meets the CMCAF criteria, the student can apply for CMCAF using a letter or email from the pharmacy assistance program demonstrating additional financial need. Additionally, Student Health has reached out to the Account Manager at OptumRx to understand how their specialty medication financial assistance program works through their dispensing channels and how a student could navigate that program to their benefit.

Referrals

Will students need to schedule a primary care appointment for each referral they need to get? What will the cost for each appointment be?

Your primary care physician can provide multiple referrals with one primary care appointment.  The cost for each appointment will depend on the services that are associated with that appointment. 

Out-of-state students currently get referrals from Student Health and Counseling Services for primary care, specialty providers, etc. and are able to use the referrals to receive in-network care in our state of residence. Will this referral process be affected at all?

UC SHIP can authorize referrals for students throughout the country.

Please note: For insurance coverage, a referral for an out-of-state provider is required from UCSF Health for UC SHIP students.

Do we still need referrals from the UC Health PCP to other specialty doctors in the UCSF network if we are seeing a PCP in the UC Health system? 

The majority of specialty departments at UCSF require referrals to ensure patients are scheduled with the right provider based on their clinical history. 

Will gynecology now require a referral from a primary care physician? Previously these appointments were directly scheduled through SHCS. 

UCSF Department of Gynecology does require a referral for all appointments so that they can offer an appointment with the appropriate clinician based on the reason for the visit and clinical history. 

What are our options under this new model if we want to see a provider for an acute problem, but our level of need doesn’t rise to needing urgent/emergent care? Previously, we could go to SCHS - can we make same-day or same-week appointments with UCSF Health PCPs? 

UCSF Health offers same-day or same-week appointments for acute issues for established patients. UCSF Health does not offer same-day appointments for new patient appointments.

Can you get acute care without establishing care with a PCP?

Students may schedule an appointment in the Screening and Acute Care Clinic on an urgent basis (same day) or up to 48 hours in advance if they need to see a provider at an earlier time than they are able to establish a PCP.Our providers are able to refer students to a specialty care clinic if necessary.

If students have referrals expiring during the interim months, do they need to ask to have those renewed before May 31? Or will a referral coordinator still be available?

You can reach out to SHCS before May 31 and request a new referral.

Will all UC SHIP students be given referrals for the two months of no student health so they can set up appointments with UCSF Health later? If not, why not?

SHCS will be closing on May 31, and students will use UCSF Health after that, so there is no gap in time.

Those of us who have had referrals that expire in June but don’t have a UCSF Health appointment until later in June or July, how do we renew a referral?

Why now?

In early 2023, Student Health & Counseling Services was forced to close temporarily after the departure of its Interim Medical Director. Primary care services were restored after another Interim Medical Director was identified and a temporary plan to rotate UCSF Health physicians was implemented. To better understand the full context and history of challenges the SHCS program has had at UCSF, we launched a discovery process. That process led to the ultimate decision to partner with UCSF Health as a sustainable way to ensure UCSF students have reliable access to high-quality primary care.

We began notifying students of this change in February so that you could have ample time to make the necessary adjustments for your primary care.

The June 1 timing for the move to UCSF Health aligns with the beginning of the 2024-2025 academic year for the first cohort of students – those in the physical therapy program, which starts in June.

Was the decision made withstudent consultation? 

While our practice is to engage students in decisions that affect them directly, in this situation, we have no option but to close the primary care practice at SHCS as we were unable to hire the necessary staff despite a sustained, multi-year effort. At UCSF Health, students will have access to high-quality, reliable care.

How will this transition be evaluated to ensure this is good for students?

Ensuring this change results in a better experience for students is important to us. We will work closely with colleagues at UCSF Health to look at access, time to appointment, and other measurements of quality of care.
