But here's where it gets controversial: European Union nations are on the brink of finalizing a deal to limit the travel of Russian diplomats within the bloc, though no official agreement has been sealed as of Tuesday, according to EU diplomats speaking to Reuters. This proposal, spearheaded by the EU's diplomatic service, would require Russian diplomats posted in one member state to notify another state before traveling there, effectively allowing governments to block their entry if desired. While this measure has gained widespread support, its fate remains uncertain until EU ambassadors convene later this week. 'Progress is steady, but it’s not a done deal yet,' one diplomat remarked, speaking anonymously due to the sensitive nature of the talks. This restriction is part of the EU’s 19th sanctions package against Russia for its ongoing war in Ukraine, which also includes accelerating a ban on Russian liquefied natural gas imports by a year. And this is the part most people miss: Negotiations have been further complicated by Austria’s demand to unfreeze certain Russian assets as compensation for penalties its bank, Raiffeisen, faces in Russia.
